When using panel1.Visible=true/false
The panel is not show/hide the panel is simply [not] sent within the async response...
Hiding or showing the panel was not what I was looking for. 
Althought because of your hide/show is done on User level you can said that is a bit faster
but from my point of view my friend... that is not AJAX. It is just applying the jquery function $ and that can be achieved by using the javascript function Document.GetElementById
I did some research and thi is what I did.
Build a MVC project and added a new folder within the Views/Shared lets call it Foo I placed within that new folder a couple of partial views: 
partialView1.cshtml and partialView2.cshtml.
Adding some .JS files references within the .cshtml file header(not the partial view) 
and using the BeginForm and ActionLink methods of the AjaxHelper class the 
assync response can be written and the AJAX cumplimented. 
I can send you the whole project if you please to check on it 
(the views and partial views as you can see for the file extension are writen in RAZOR and I did not used stronged type) 
just let me know.</description>
